# Deputy Water and Sanitation minister Jack Bloom says the new Strategic Framework for Water and Sanitation Services shifts from basic access to reliable service. Speaking in eThekwini, KwaZulu-Natal, he cited 13-thousand leaks, 58.7-percent non-revenue water, and two-million households using unventilated pit toilets nationally. He says the 2026 Framework mandates climate adaptation, smart meters and asset renewal. He says it also requires ring-fenced water revenue and an independent regulator by 2029:
