Public Protector finds Mashazi guilty of appointing unqualified official to senior EMPD position

# Public Protector Kholeka Gcaleka has found that former Ekurhuleni City Manager Imogen Mashazi committed improper conduct by appointing an unqualified official to a senior metro police position. The investigation found Ndumiso Gcwabe did not have the required NQF Level Seven qualification when appointed Deputy Chief of Metro Police: Security and Loss Control. Gcaleka says Mashazi proceeded with the appointment despite the shortfall. She has recommended that Gcwabe’s appointment be taken on judicial review. No remedial action was recommended against Mashazi as she is not working for the Metro.
