# Ekhuruleni mayor Nkosindiphile Xhakaza has emphasised the importance of stricter enforcement of business by-laws regulating the spaza shops sectors in Ekurhuleni. This follows the return of Vosloorus spaza shop owner Mazwi Kubheka, who was kidnapped a month ago. The 27-year-old reported to a local police station after an extensive search. Xhakaza praised community leaders and councilors for their efforts, saying their cooperation helped resolve tensions. He called for strengthened oversight:
