# Higher Education and Training minister Buti Manamela has welcomed the Special Investigating Unit’s recovery of 2.7-million-rand misused in a skills development project under Rubicon Communications. The Minister says the recovery sends a strong message that public funds must be protected and used for their intended purpose of empowering learners. However, he expressed concern that the funds were exhausted before training began, denying 100 learners access to skills. He has requested a full National Skills Fund report.
