# The General Industries Workers Union of South Africa says it has some concerns about the draft revised Electricity Pricing Policy. The policy introduces unbundled transparent billing, curbs the shifting of non-payment losses onto compliant consumers, expands free basic electricity access, and sets concessional tariffs for distressed key industries. GIWUSA’s Zaki Mamdoo says the starting point of any electricity policy should not be that households must pay to recover the commercial cost of producing and distributing electricity:
