# South Africa’s trade union federations and the International Trade Union Confederation are calling for the strengthening of industrial policy capacity across Africa. The federations have emphasised that Africa must secure the necessary resources to support sovereign, worker-led development strategies that break the cycle of dependency and underdevelopment. Cosatu’s spokesperson, Zanele Sabela, says they have also agreed to take an uncompromising stand against xenophobia by defending the rights of migrant workers:
