City Power urged to fix financial and infrastructure crisis

# The Centre for Development and Enterprise says Johannesburg’s City Power faces deteriorating infrastructure, weak finances and leadership gaps. Executive director Ann Bernstein says the utility needs capable management, greater control over revenue, improved debt collection and private-sector support. Bernstein says City Power reported 2.1-million forced interruptions between July 2025 and March 2026, with outages lasting an average of 20.6 hours per customer. It estimates the utility’s infrastructure backlog at 44.25-billion-rand.
