# A University of Cape Town researcher says negotiations around the G20 draft critical minerals framework present a key test of global commitment to climate justice. Doctor Neil Overy believes Africa, rich in essential minerals, must not remain a raw exporter. Instead, he says infrastructure, technology transfer, and skills development should be central to the framework. Overy says guided by the African Green Minerals Strategy and UN climate justice principles, the framework must also address illicit flows, enforce environmental rights, and prioritise industrialisation.
