# China, the world’s largest emitter of greenhouse gases, is planning major renewable projects as it moves to bring its carbon dioxide emissions to a peak before 2030 and become carbon neutral by 2060. The National Development and Reform Commission announced new offshore wind farms and new energy bases in desert areas. A controversial hydropower facility on the Yarlung Tsangpo River is also planned. Despite boosting renewables, China says it will continue increasing coal production. The country missed its 2023 carbon intensity reduction goal of 3.4-percent.
