# Justice and Constitutional Development minister Mmamoloko Kubayi has welcomed progress made by the UN General Assembly as it celebrates 25-years since the adoption of the Durban Declaration and Programme of Action. The framework emerged from the 2001 World Conference Against Racism in Durban. Today’s meeting assessed progress against racism, and xenophobia, with renewed commitments. The minister emphasised to the SABC that no one should be discriminated against in a democratic state:
