In an executive order he signed in March, Trump argued the change would help combat electoral fraud. In the ruling, Justice Brett Kavanaugh says applying the rule in the midterms would be arbitrary because state and local election officials do not have sufficient time to reasonably implement the rule before the elections. About 30-percent of voters cast their ballots by mail in the 2024 general election.
