# The MK Party’s legal representative, Dali Mpofu, says the responsibility to establish an effective mechanism for removing president Cyril Ramaphosa rests with Parliament. He made the submission in the Western Cape High Court, where Ramaphosa is challenging findings of the Section 89 independent panel on the theft on his farm, Phala Phala. Mpofu argues Parliament must determine how the mechanism operates, while any judicial review falls under the Constitutional Court:
