# The City of Johannesburg cleared the first legal hurdle in a dispute over its increased water demand management levy. The Johannesburg High Court dismissed AfriForum’s urgent application to halt the levy, ruling the organisation failed to prove urgency. The city’s Nombuso Shabalala says AfriForum knew since May that the levy would take effect on 1 July. She says the court decision allows the levy to proceed while the legal challenge continues:
