Unions slam Tshwane wage court ruling and warn of mass action

# Municipal unions are challenging a Labour Court ruling that partly supported the City of Tshwane’s refusal to implement wage increases in 2021 and 2023. The court granted an exemption for the 2023 increase and sent the 2021 matter back to the bargaining council. Unions say the ruling undermines collective bargaining and empowers employers to sidestep agreements. They blame the mismanagement for Tshwane’s financial woes and are planning legal appeals and mass action, warning of long-term damage to worker morale and trust.
