# The City of Tshwane has expressed concern about the continued trend of illegal occupation of land that is earmarked for the development of new cemeteries and the expansion of existing ones. The metro’s Environment and Agriculture Management Department is now competing for land with other land uses and the increasing population growth due to migration to Tshwane. The metro’s spokesperson, Lindela Mashigo, says council has approved a ten-year programme for the development of cemeteries and crematoria as a planning mechanism:
