# Higher Education and Training minister, Buti Manamela says for too long, South Africa’s skills planning systems have suffered from fragmentation, duplication and weak coordination. Spokesperson Matshepo Seedat says the country has Workplace Skills Plans and Sector Skills Plans that in too many cases, became exercises in reporting rather than instruments of decision-making. She says what is required is institutional integration and a shared national skills intelligence capability:
