# The Freedom Front Plus says it is concerned about the City of Tshwane’s ability to sustainably provide services to informal settlements within the metro. According to the metro’s data, only 50-percent of residents receive formal utility bills, while the majority of informal settlements have access to water and electricity, often without having to pay. The FF Plus’ Anne-Marie Sparg says the cost of providing services to these informal settlements is estimated at 1.5-billion-rand annually:
