# The City of Tshwane says a significant number of people still do not have secure land rights, which limits their ability to build homes, start businesses, and improve their livelihoods. The Tshwane Group Property Department says it is actively advancing the Catalytic Land Development Programme, with support from National Treasury’s City Support Programme. Mayoral committee member for Corporate and Shared Services, Kholofelo Morodi, says this programme is designed to unlock the value of city-owned land:
