# The City of Cape Town has tabled the most inclusive social assistance package for indigent relief and rates rebates based on an analysis of the 2025/2026 draft budgets compared to other South Africa’s metros. Mayor Geordin Hill-Lewis says Cape Town’s social assistance package compares favourably to other cities on all the main pro-poor criteria, including 15-kilolitres of free water allocation to indigent customers, 100-percent rates relief and widest rates rebate and lifeline electricity criteria for pensioners:
