# The City of Cape Town has upgraded five early childhood development centres operating from city-owned properties during the past financial year. The upgrades costing over two-million-rand were at Leonsdale, Nantes, Avonwood, Hazendal and Smurf Bubbles in Bellville. More upgrades are planned for this financial year. Mayoral committee member for Community Services and Health, Francine Higham, says early childhood development is a cornerstone of lifelong learning and growth:
