According to GroundUp, some NPOs have signed contracts but have yet to receive funds, threatening salaries and essential services. Concerns also persist over new clauses in service-level agreements, including personal liability for directors and the use of funded vehicles by the department. Meanwhile, the NPO budget has been cut by 191-million-rand. Many organisations remain in limbo or are pursuing legal action.
