Dabula questions the beneficiary selection process, saying some residents have been waiting since 1996 for subsidised housing. She wants the City of Johannesburg to disclose the allocation criteria and explain how beneficiaries were verified against the official waiting list. The MMC says housing must not become a political favour or reward for connections.
