# Parliament’s portfolio committee on Water and Sanitation says the water value chain can only function effectively if all its components are effective, and currently, municipalities are a weakness. The committee received an update on progress made by the Department of Water and Sanitation through Section 63 interventions of the Water Services Act. Chairperson Leon Basson says whilst notable progress has been achieved, municipalities lack the skills and capacity to operate and maintain completed projects. He says without capacity, the interventions will not yield positive and sustainable long-term solutions.
