In a policy proposal published this morning, the FMF argues the Act expands provincial control over admissions and language policies without fixing the underlying tension between school governing bodies and provincial education departments. The FMF’s Ayanda Sakhile Zulu says South Africa’s hybrid governance model places role-players with competing views on autonomy versus state intervention in the same framework. Zulu recommended that the Act be repealed.
