# A 14-year-old learner is killed and two are injured in a shooting incident in Elsies River, Cape Town

# A 14-year-old Ravensmead High School learner was fatally shot on his way to school in Elsies River, Cape Town. According to News24, two other victims, aged 15 and 17, were taken to hospital. Gunmen reportedly got out of a vehicle on Donnegal Avenue and opened fire before fleeing into St Andrew’s Technical High School grounds, causing panic and lockdowns at nearby schools. Parents began collecting their children as safety concerns grew. Western Cape police have increased security and are investigating the motive for the attack.
# Minister of Police, Senzo Mchunu says KwaZulu-Natal, Gauteng, the Western Cape, and the Eastern Cape face high levels of construction crime and extortion. In his keynote address at the Department of Public Works and Infrastructure’s national construction summit in Durban, Mchunu said these provinces are seeing significant criminal activity, including threats, intimidation, and violent disruptions, which hinder the progress of critical infrastructure projects:
# City Power says it has successfully achieved a 99-percent completion rate for pre-paid meter upgrades across its supply areas in Johannesburg. City Power spokesperson, Isaac Mangena says to ensure that they reach the outstanding customers, they have increased boots on the ground, with dedicated teams, conducting audits and providing added support to customers to expedite the process of recoding those meters:
# Russian president Vladimir Putin has signed a decree allowing Moscow to use nuclear weapons against a non-nuclear state if it is supported by nuclear powers. This comes on the one-thousandth day of Russia’s offensive on Ukraine and after the United States gave Kyiv permission to use long-range missiles to strike military targets inside Russia. The shift puts the focus on other allies supplying Ukraine with long-range missiles, notably the British and French. German chancellor Olaf Scholz again ruled out his country’s sophisticated missiles being supplied to Ukraine.
# Cricket: Captain Temba Bavuma returns for South Africa’s two-match Test series against Sri Lanka after an injury kept him out of the Tests in Bangladesh. Allrounder Marco Jansen and fast bowler Gerald Coetzee return to Test cricket for the first time since last season’s series against India. Kagiso Rabada, Dane Paterson and Wiaan Mulder are the other pace bowlers, and Keshav Maharaj and Senuran Muthusamy the spinners. The series starts in Durban on the 27th, followed by the Test in Gqeberha from 5 December.
# And the financial indicators: The dollar trades at 18-rand-6-cents and the euro at 19-rand-9-cents. One British pound costs 22-rand-85-cents and Bitcoin trades at 91-thousand-686-dollars.
